Right, very good distinction. There is a difference between forced in a physical sense (think an exam as part of a strip search), and a mandatory exam where you are required to see a particular doctor, perhaps not of your choosing, in order to obtain something that you want or need.
Other examples of mandatory exams with a loss of control or choice:
A life insurance exam
A sport physical where you are not allowed to see your own doctor and must use the one provided by the school
